368.8 Unemployment Compensation

 

A. Background

In 1972, institutions of higher education became liable for the payment of unemployment compensation benefits to those persons who leave the University and are eligible for these benefits. Furman's personnel policies and procedures recognize the impact of the law and provide the proper means of satisfying our obligations as well as minimizing unemployment claims where possible.

 

B. Policy

Budget unit heads are responsible for following personnel policies and procedures for discipline and termination of employees. Involvement of the Human Resources Office in discipline and termination procedures will assist in minimizing unemployment claims. Funding for the payment of unemployment claims will be established in a centralized budget account. This funding will be allocated to the appropriate budget account to offset actual claims as they occur.

 

C. Guidelines

1. The Human Resources Office receives and will review all claims made against the University. The Human Resources Office will confirm the circumstances surrounding the separation of the claimant and will determine if an appeal is appropriate. If an appeal is made, the immediate supervisor and the Budget United Head will be involved in the appeal hearing.

2. When the claim must be paid by the University, the Human Resources Office will process the invoice by indicating the budget unit account number to be charged and notifying the budget unit head of the claimant's name and the amount of the charge. The Human Resources Office will also complete a budget adjustment to move funding to offset the unemployment claim.

3. Provision for the payment of unemployment compensation claims are not to be made in annual budget requests by budget unit heads since these costs are budgeted in a centralized account.
